LSSC HOUSE LEAGUE GENERAL MATCH RULES
(Taken from the LSSC Rules of Operation – April 2007 Revision)

The laws of the game shall be adopted as per FIFA with modifications allowed  by the OSA and ECSA.

Matches which are cancelled can only be rescheduled by the Club. A minimum notice of forty eight (48) hours shall be given to both teams when a match is rescheduled.
 
All players must wear uniforms of their team colors.
 
Prior to the start of a match, all players may be asked by the referee to line up at the center of the field for equipment inspection.

Prior to the commencement of matches, only the Director of Field Management or his/her designate shall determine if the entire Soccer Facility / Park shall be closed due to Hazardous conditions or otherwise. Prior to the commencement of matches, only the Director of Field Management or his/her designate shall determine if field conditions are playable or unplayable. At match time, in the absence of the Referee can determine if the field conditions are playable or unplayable.  The person(s) who decide(s) that the facility / park or field is to be closed shall cause the proper Directors / Officials to be notified immediately as per regulations. 

In the event a team plays an ineligible player or suspended player, the matter shall be referred to the Policy, Eligibility and Discipline (PED) Committee for resolution. 

In the event a team withdraws from the field of play during a match, the withdrawing team shall forfeit the match and may face disciplinary action.

Teams shall play each other as scheduled. Three points (3) shall be awarded for a win, (2) points for a draw and one (1) point for a loss.
 
In the event that two teams are tied for position in the League or Play-Off competitions, the tie shall be broken by:  
1) Record against each other;
2) Most Victories;
3) Least goals conceded;
4) Coin Toss

In the event of a tie in a knock-out competition, the tie shall be broken by:

1) Two (2) periods of extra time (GOLDEN GOAL), the duration of which can be seen below.

2) If still tied after two overtime periods, each team will select five (5) players who were on the field at the end of the overtime to take penalty shots. The team scoring the most goals from their penalty shots will be declared the winner.

3) If still tied after the five (5) penalty shots, each team shall alternate single penalty shots using different players until a team misses a penalty shot. No player may take a second penalty shot until all players on the team, including the goalkeeper, have taken a penalty shot.

When extra time periods (overtime) are required, the following shall be the  duration of  each period:
U7 to U12 Divisions: 10 minutes each
U13 to U18 Divisions: 15 minutes each

INCLEMENT WEATHER

The Club operates a three light system as follows:-

Green - Fields are Open
Yellow - Awaiting decision
Red - Fields are Closed

The current field condition (light colour) is displayed above the clubhouse on game nights and is also to be found on the website. Every effort will be made to ensure that the colour displayed on the website is correct. Should there be any conflict between the colour on the clubhouse and the colour on the website, the light on the Clubhouse shall prevail.

Once at the field, if the light goes to Yellow, then the field should be vacated promptly and a decision as to the status of the fields will be made within a maximum of 30 minutes.

During hot weather, water breaks will be mandated by the Club. On these occasions should the heat warrant it, the Club Official shall have the power to shorten games as deemed necessary.

MATCH DEFAULTS, PROTESTS AND APPEALS

In the event that a team cannot supply at least the minimum number of required players  listed  in Article 7 for a match, the result of the game is a match default. All matches must begin no later than fifteen minutes from the scheduled match time unless delayed by the referee or a Club Official.

If both teams are unable to field the minimum number of players as listed in Article 7, the match shall be considered a Double Match Default.

A Match Default awards the opposing team a 2-0 victory. A Double Match Default does  not award either team a victory or points. The game however will be counted towards the season total of games played for both teams. The game will only be replayed at the discretion of the BoD.

All protests shall be made in writing and shall be received by the Secretary or Head Convener no later than 48 hrs from the time of the game to which the protest pertains.

A protest fee of $25.00 payable to the LSSC must accompany all protests. Should the protest be upheld, then the $25.00 fee will be refunded.

A protest may be lodged at the time of the game, this being prior to, during or after the  game. The nature of the protest must be made known to the referee and the Club Official at the field notified as soon as possible ie; prior to kick off, half time etc. An official protest must then be made per Articles 14.4 and 14.5.

All protests shall be heard by the Policy, Eligibility & Discipline committee and a decision in writing shall be made available to the parties concerned within 5 days.

In all instances, the team against which the protest is lodged must be given an opportunity to remove the cause for protest prior to the match kick off or as soon as the offence has been detected.

Any team that is found to have fielded an ineligible player (ie. one who is not registered for that team or is suspended) will be penalized a Match Default.

Protests which do not comply with the rules and regulations as stated in the proceeding
 Articles, shall be deemed out of order and will not be heard.

Any decisions made by the PED are final and may be appealed to the ECSA and the OSA as per the appeal process contained in the Rules and Regulations of the respective organizations.


CODE OF CONDUCT 

This Code for Conduct identifies the standard of behaviour which is expected   of all LSSC members and participants, which for the purpose of this policy shall include all players, guardians, parents, coaches, officials, volunteers, directors, officers, committee members, conveners, team managers, trainers, administrators and employees involved in LSSC activities and events. Membership in the LSSC is a Privilege, not a Right.

The LSSC is committed to providing an environment in which all individuals are treated with respect. Members and participants of the LSSC shall conduct  themselves at all times in a manner consistent with the values of the LSSC   which include fairness, integrity and mutual respect.

During the course of all LSSC activities and events, members shall refrain from behaviour which brings the LSSC / OSA or the sport of soccer into disrepute, including but not limited to:
- the use of profanity or abusive, demeaning and inappropriate language
- the abusive use of alcohol;
- the use of non-medically prescribed drugs; 
- the use of alcohol or non medically prescribed drugs by minors;
- illegal, violent or unsafe acts;
- engaging or assisting in “Hazing” or any form of physical abuse between players.

NOTE: The use of alcohol shall not apply during any LSSC social events where alcohol may be legally served.

LSSC members and all participants shall at all times adhere to the LSSC / OSA Operational policies and procedures, to rules and regulations governing LSSC /  OSA events and activities, and to rules and regulations governing any  competitions in which the member participates on behalf of the LSSC / OSA.
 
Members and participants of the LSSC shall not engage in any activity or  behaviour  which interferes with a competition or which endangers the safety of  others.

Members of the LSSC shall refrain from comments or behaviours which are disrespectful, offensive, abusive, racist or sexist.  In particular, behaviour which constitutes harassment or abuse will not be tolerated, and will be dealt with under the LSSC / OSA Harassment policy.

Failure to comply with the LSSC / OSA Code of Conduct may result in disciplinary action in accordance with the Discipline Policy of the LSSC/ OSA. Such action may result in the member losing the privileges which come  with membership in the LSSC /OSA, including the opportunity to participate in LSSC / OSA activities and events, both present and future.

UNDER 4 DIVISION - RULES OF PLAY (new)
(U3 and U4 Boys and Girls mixed)


The rules of play for a game of soccer are fairly universal. We will adopt as our standard the rules of soccer as laid out by FIFA, the international governing body, with exceptions made for our individual age divisions. The exceptions we make are not diversions from the true game of soccer, but rather notable points we wish to stress to ensure that everyone in our organization is clear about how the games are to be played. It is the obligation of every coach and assistant coach to be familiar with the following rules for the age division they represent. It is by no means a comprehensive list of the rules of play, but rather serve to establish the necessary preliminaries upon which the game is based. Any incident not covered by the following, will be judged according to "The Laws of the Game", published by FIFA July, 1997.


THE GAME

-  Consists of 4 quarters, each quarter shall be of 10 minute duration, with a 2 minute break between the 1st and 2nd  quarter and a similar 2 minute break between the 3rd and 4th quarter.
- The half-time will be no longer than 10 minutes.
- Teams will change sides after half-time
- Maximum number of players on the field for one team is 3. There will be no goalie.
- There will be no record kept of goals scored.


THE START

- The two coaching staffs will serve as referees
- Both coaches and one player from each team will take a coin toss
- The winner of the coin toss will decide which side of the field to defend, the loser of the toss will kick off
- ONLY one referee from each team is allowed on the field at all times
- The referee must be a coach or assistant coach of one of the teams playing.
- One team's coach cannot referee the entire game
- A proper kick off must start the play.


THE PLAY

- Player substitutions are unlimited in number and must occur at a stoppage of play with the referee’s permission
- Throw-ins, goal kicks and corner kicks are to be taken when the ball is played out of bounds (Please familiarize yourself with these basic soccer procedures)
- Proper technique for throw-ins is to be encouraged, but not enforced
- There is no offside in mini soccer. 
- The referee is allowed to offer encouragement to the players on the field, but must remain impartial at all times . The referee is the ONLY official time keeper . All decisions made by the referee are FINAL, and not subject for debate during the game. Any concerns about referee decisions can be addressed after the game, away from the children, with the Referee Co-ordinator.

FOULS AND MISCONDUCT

-  Fouls are to be called for all clear cases of misconduct
-  Intentional use of the hands and rough tackles resulting in injury are to be awarded a direct kick to the violated team at the point of occurrence.
- Players are allowed to protect themselves with their hands. Fouls are not to be called where the hand ball is not intentional
- The coach I referee is responsible for the conduct of the players and the parents and spectators in attendance at the game. An atmosphere of fun and sportsmanship must be maintained at all times
- The coach I referee/Assistants/Players/Parents will refrain from Smoking on the players bench area, and the immediate field facility.

PLAYER EQUIPMENT

- A size 3 soccer ball must be used for all games.
- A proper uniform, as assigned to all teams, must be worn for all games, however, players should dress appropriately for the weather conditions with their jerseys over top
- Proper soccer shoes and shin pads MUST be worn for all games.
- Players who do not have the proper equipment are NOT to be allowed on the field

- The coach I referee/Assistants/Players/Parents will refrain from Smoking on the players bench area, and the immediate field facility.

- The goalie is not allowed more than 6 Seconds with the ball in his/her hands.
- The referee is allowed to offer encouragement to the players on the field, but must remain impartial at all times . The referee is the ONLY official time keeper . All decisions made by the referee are FINAL, and not subject for debate during the game. Any concerns about referee decisions can be addressed after the game, away from the children, with the Referee Co-ordinator
- The referee will ask a coach to remove players off the field if the one team is winning by more than 4 goals.
-At 4 goals difference the winning team shall remove 1 player
-At 5 goals difference the winning team shall remove 2 players
-At 6 goals difference the winning team shall remove 3 players and so on

-NOTE – A maximum of 4 goals difference will be recorded in any regular season game.
  eg: If a team wins by more than 4 goals i.e. 8 – 1, 6 – 0, etc., those scores will be recorded as 5 – 1 or 4 – 0 respectively.

- There is no offside in mini soccer

The goalie may not pick up a ball that is played to him by a member of his own
team, but must play the ball as any other player. This also applies to a throw-in
- The goalie is allowed beyond the penalty area, but must not use his/her
hands on the ball in such instances
- The goalie is not allowed more than 6 Seconds with the ball in his/her hands.
- The referee is allowed to offer encouragement to the players on the field, but must remain impartial at all times . The referee is the ONLY official time keeper . All decisions made by the referee are FINAL, and not subject for debate during the game. Any concerns about referee decisions can be addressed after the game, away from the children, with the Referee Co-ordinator
- The referee will ask a coach to remove players off the field if the one team is winning by more than 4 goals.
- At 4 goals difference the winning team shall remove 1 player
- At 5 goals difference the winning team shall remove 2 players
- At 6 goals difference the winning team shall remove 3 players and so on

-NOTE – A maximum of 4 goals difference will be recorded in any regular season game.

THE START

- The winner of the coin toss will decide which side of the field to defend, the loser of the toss will kick off.
- A proper kick off must start the play

THE PLAY
- Player substitutions are unlimited in number, but may only be requested from the referee at the following stoppages: goal kicks; throw-ins; after a goal is scored; to replace an injured player and at the start of the second half
- Throw-ins, goal kicks and corner kicks are to be taken to restart play when the ball is played out of bounds (Please familiarize yourself with these basic soccer procedures)
- Proper technique for throw-ins is to be enforced at all times
- The off-side rule is to be enforced at all times. A player is in an off-side position if he is nearer to his opponents' goal-line than the ball, unless: (a) he is in his own half of the field, or (b) he is not nearer to his opponents' goal line than at least two of his opponents.
- Remember, it is NOT an offence in itself to be in an off-side position.
- You can NEVER be off-side on a goal-kick, corner kick or throw-in
- The goalie is the ONLY player allowed to touch the ball with his/her hands
- The goalie may not pick up a ball that is played to him by a member of his own team, but must play the ball as any other player. This also applies to a throw-in.
- The goalie is allowed beyond the penalty area, but must not use his/her hands on the ball in such instances
- The goalie is not allowed more than 6 Seconds with the ball in his/her hands.

UNDER 15 DIVISIONS - RULES OF PLAY
(U13,U14 and U15 Boys Division and U13,U14 and U15 Girls Division)


   The rules of play for a game of soccer are fairly universal. We will adopt as our
standard the rules of soccer as laid out by FIFA, the international governing body, with exceptions made for our individual age divisions. The exceptions we make are not diversions from the true game of soccer, but rather notable points we wish to stress to ensure that everyone in our organization is clear about how the games are to be played. It is the obligation of every coach and assistant coach to be familiar with the following rules for the age division they represent. It is by no means a comprehensive list of the rules of play, but rather serve to establish the necessary preliminaries upon which the game is based. Any incident not covered by the following, will by judged according to "The Laws of the Game", published by FIFA July, 1997.

THE GAME

- Consists of 2 forty-five minute halves
- Half-time will be no longer than 15 minutes
- Teams will change sides after half-time
- Maximum number of players on the field for one team is 11 including the goalie

THE START

- One player from each team will take a coin toss
- The winner of the coin toss will decide which side of the field to defend, the loser of the toss will kick off
- A proper kick off must start the play

THE PLAY

- Player substitutions are unlimited in number, but may only be requested from the referee at the following stoppages: goal kicks; throw-ins; after a goal is scored to replace an injured player and at the start of the second half
- Throw-ins, goal kicks and corner kicks are to be taken to restart play when the ball is played out of bounds (Please familiarize yourself with these basic soccer procedures)
- Proper technique for throw-ins is to be enforced at all times
- The off-side rule is to be enforced at all times. A player is in an off-side position if he is nearer to his opponents' goal-line than the ball, unless: (a) he is in his own half of the field, or (b) he is not nearer to his opponents' goal line than at least two of his opponents.
- Remember, it is NOT an offence in itself to be in an off-side position.
- You can NEVER be off-side on a goal-kick, corner kick or throw-in
- The goalie is the ONLY player allowed to touch the ball with his/her hands
- The goalie may not pick up a ball that is played to him by a member of his own team, but must play the ball as any other player. This also applies to a throw-in
- The goalie is allowed beyond the penalty area, but must not use his/her hands on the ball in such instances
- The goalie is not allowed more than 6 Seconds with the ball in his/her
-The referee is allowed to offer encouragement to the players on the field, but must  remain impartial at all times . The referee is the ONLY official time keeper . All decisions made by the referee are FINAL, and not subject for debate during the game. Any concerns about referee decisions can be addressed after the game, away from the children, with the Referee Co-ordinator
-The referee will ask a coach to remove players off the field if the one team is winning by more than 4 goals.
- At 4 goals difference the winning team shall remove 1 player
-At 5 goals difference the winning team shall remove 2 players
-At 6 goals difference the winning team shall remove 3 players and so on

-NOTE – A maximum of 4 goals difference will be recorded in any regular  season game.
 eg: If a team wins by more than 4 goals i.e. 8 – 1, 6 – 0, etc., those scores will be  recorded as 5 – 1 or 4 – 0 respectively.

FOULS AND MISCONDUCT

- The full rules of soccer will be enforced for all fouls committed during a game. We use the "Laws of the Game" published by FIFA as a reference for instruction to the referees on awarding direct and indirect free kicks, yellow and red cards during the course of the game
- Players and Coaches shall refrain from using Foul or Abusive Language on the field. The offender may at the discretion of the referee receive either a Yellow or Red Card.
- Players are allowed to protect themselves with their hands. Fouls are not to be called where the hand ball is not intentional
- The coach I referee is responsible for the conduct of the players and the parents and spectators in attendance at the game. An atmosphere of fun and sportsmanship must be maintained at all times
- The coach I referee/Assistants/Players/Parents will refrain from Smoking on the players bench area, and the immediate field facility..

PLAYER EQUIPMENT

- A size 5 soccer ball must be used for all games
- A proper uniform, as assigned to all teams, must be worn for all games, however, players should dress appropriately for the weather conditions with their jerseys over top
- The goalie must wear a different color than the other players on the field
- Proper soccer shoes and shin pads MUST be worn for all games.
- Players who do not have the proper equipment are NOT to be allowed on the field

UNDER 18 DIVISIONS - RULES OF PLAY
(U16.U17 and U18 Boys and  Girls  Mixed  Division)
